Advocacy with Government

India has a three-tier governance system, local self governing body at the grass-root; state government at provincial level; and central government at national level. Being the apex organization of the Socially Excluded, National Confederation of Dalit Organisations is duty-bound to constantly engage in advocacy and lobbying in favour of the Dalits and other socially excluded. Accordingly NACDOR engages with all influencing the policy making at various levels - district level, state level and national level. It holds the duty bearers and structures of governance and policy making institution accountable.

NACDOR engages with leaders of different political parties, Members of Legislative Assembly, Members of Parliament, Ministers and Ministries responsible for policy framework in the country. Apart from political leadership of the country, NACDOR also engages with the policy making institutes such as Planning Commission, National Commission for Human Rights and National Commissions for the Scheduled Castes, Scheduled Tribes, Minorities, Women etc.

Since 2006, NACDOR has constantly lobbied with the Prime Minister of India and has submitted a number of memorandums and charter of demands. The Prime Minister's Office has forwarded these demands to various Ministries and the same have resulted in some concrete actions. Review of Scheduled Castes Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) and allocation of separate budget code for SCSP and TSP is such a concrete example.
